Not really fussed about people stealing software but that's what this seems to be - downloading the disc files and saying that you bought the disc to obtain them in order to receive their registration number. If you have trouble viewing this newsletter, click here. Seems like a huge oversight on Simulation Curriculum's part to have no procedure for verifying a purchase for $250 software other than 'did you buy this disc, yes/no'. The torrent is of a image file (.iso), I presume, and so the company aren't expecting anyone to have these files unless they have the physical disc. Part of the registration asks you where you purchased the disc from - while you can just put anything and it will give you the registration number anyway, you have to lie about the fact that you bought the disc in the first place.

If you get the download then that registration procedure doesn't exist. The only way you are supposed to go through that registration link is if you purchase the disk (help procedure for registration is here).
